Are English language learners a new population? Researchers would like us to believe so but the reality is that they are actually a complex group of students, full of diversity in their educational needs, backgrounds, languages, and goals, who have been coming to the United States for years. An English language learner is a person that is from another culture that has come to the United States to live, learn, become educated and find a career. The United States is known as the melting pot of the world and we will continue to have people of other cultures coming to our country. Most of these immigrants speak different languages. You can walk down the street of most U. S cities and hear Chinese, French, German, Japanese, Spanish and other languages. Laws today provide all students in the United States equal access to a quality education no matter what their culture or background may be. Voter driven initiatives and laws have brought about many changes in education in our schools today in regards to our English language learners and how they are taught and expected to learn. Over the last 40 years we have seen legislative decisions that have shaped education in the United States. In just the last 15 years the states of Arizona, California, Colorado, Massachusetts and Oregon have debated and asked their voters to make decisions regarding the education of ELLs (Mora, 2009). The states of California (1998), Arizona (2000) and Massachusetts (2002) have actually passed laws for English language learners to be put in programs called Structured English Immersion (SEI). Colorado (2002) and Oregon (2008) rejected initiatives on their ballots. (Mora, 2009). The voters in these states were against the dismissal of bilingual education. So what did these three states do for their ELLs? California was the leader of the pack. Their initiative, led by English for the Children, advocated that English learners be taught only in English. Their opposition argued that bilingual children could not learn English as well as other subjects such as Science, Math and Social Studies without the use of bilingual education. The voters of California decided that the English for the Children group was correct in saying that students would learn best by being immersed in English Instruction (GCU, n. ) and so SEI (Structured English Immersion) was born. Arizona was next to follow in the path of California but with their initiatives allowed for even less opportunity for bilingual programs. Arizona’s English-only initiative, Proposition 203 (2000), arrived in the midst of a lawsuit in Nogales, AZ. The Flores family was suing the state of Arizona for not providing adequate learning opportunities for their children (Flores v. Arizona , 2000). (GCU, n. d). The passing of Proposition 203 and the eventual decision to the Flores v. Arizona case led to Arizona requiring that all current certified personnel had to acquire an SEI endorsement by August 2009 in order to keep their certification. Arizona Proposition 203 along with California Proposition 227 restricted the access of bilingual education to language-minority students (Mora, 2002). When Massachusetts followed in 2002, Structured English Immersion was alive and well across the country in California and Arizona. The English for Children group had no trouble convincing the voters of Massachusetts to pass their own SEI initiative. GCU, n. d. ) What all of these initiatives and laws did was require schools to teach their ELL students only in English by following a SEI plan. When the No Child Left Behind (NCLB) Act came about in 2001 they too looked at ELL students and chose to remove the word bilingual from their policies and make schools accountable for showing adequate progress from all of their students in the English language. Have we solved the issues of students from other cultures who are learning English? Have we made teaching ELLs easier for our schools and teachers? These are questions I feel we will be asking for years to come. As people continue to migrate into our country we will focus on educating their children so they can be successful in the United States. As educators we will use all the resources we have to help and guide them in learning the English language. We will strive for them to be successful as dictated by the policies of NCLB. Will we, as educators, be successful? With some students we will, and with others we will not. But this would be the case with any student no matter their culture or background. History shows that we will even have American children who will not be successful no matter what we do and others that will rise to the top to be great leaders. Initiatives and laws don’t make better teachers, they don’t make better students, they don’t make better schools but they do establish guidelines so that each child is receiving an equal opportunity. In the United States we will continue to provide all of our students an equal education.

Diana Pastora Carson is a special education teacher and founder of Ability Awareness in Action organization. She always had an interest in changing the lives of disabled people from pitiful life and exclusion to inclusion and life full of dignity and hope. The concern in Diana’s nature came from presence of a brother who was preserved from others as a disabled and dependent human being. Diana’s Brother, Joaquin, was diagnosed with Autism at an early age. While he was in school, he had been placed in an exclusive classroom for students with significant mental retardation. He was twice placed in a state institute due to misunderstanding of his character and his attempts to communicate with his services. Currently, Joaquin resides in a state institute, where he is ill, emotionally and physically, from being locked up in a building away from his friends and family. He expressed his feelings about living in such environment to his sister in a painful way as he once said: â€Å"Diana, people are so boring here†. His family has been trying to get him out of there as soon as possible. They have also taken his case to the court and are waiting for the final decision to be made. They want to get Joaquin out of there and bring him in a home of his own with people who love him instead of staying in that institute any longer. A teacher has an enormous role in making all students belong to that classroom through her knowledge about each and every student of his/hers, and through recognizing uniqueness in each one of them. This should make the teacher create a supportive environment that meets each student’s needs, and an atmosphere that promotes acceptance of differences and diversity, learning, hope, and collaboration. Moreover, the teacher is responsible for building a curriculum that meets each student’s level and accommodates tests and homework. A great teacher would avoid labels that discriminate individuals with disabilities to avoid lower expectations. Those labels may help professionals recognize what disabilities the students have, in order to provide them with services that meet their needs. However, people within the same label or disabilities may vary; therefore, we cannot always judge someone based on the labels. Moreover, it is very unprofessional to address someone by his/her disabilities as no one likes to be looked at for something that they did not choose for his/her self and it may affect his/her self-confidence. Students’ dignity must be preserved by the teacher and whoever is around, for instance, peers, and family. Professionals working with disabled people should advocate the community about appreciation of diversity and encourage students to speak out their thoughts, make choices, and blend in the society. Most importantly, the teachers should listen to students attentively; look at their body language, written expressions, and vocalization for effective communication. During the training, many strategies and activities to develop a classroom community were shared by Diana, such as setting roles for the classroom, encouraging reading books that promote diversity and discussions, and different cooperative games. Diana also explained how a customized lesson should be designed as a teacher must know her/his students in order to alter lessons based on each student’s needs. Teachers should also know how to model, guide, and measure students’ independent achievements through knowledge of students’ strengths and limitations. Diana enlightened the importance of giving students’ time to process new information, retrieve old information, and speak out their answers. It is very important to break the lesson into smaller parts along with asking questions in between to check students’ comprehension and to encourage discussions about the lesson. It is very essential to bring movement and interaction into the curriculum, serve the different types of intelligences and most importantly honor every student for who he/she is and be aware of the impact teaching will have on his/her future life. I personally believe that nothing can beat this particular experience in terms of contentment. At times, serving the community exposes oneself to learn and the elements of risk are quite negligible. From an early age, I was fascinated to see doctors and their approach while serving others by curing them and bringing smiles on their faces. This created a profound impression over my mind along with making me think that serving the community and people is the real bliss. As a community care extender, my role will be to act as a volunteer in any hospital. This will help me in learning the intricacies of people and service management. With the primary goal of becoming a nurse, the role of community care extender will help in having a profound idea over how things are managed in hospital and how patients are managed and cared. As an intern, I will be receiving training in patient care that will be further utilised in my professional career. Overall, it can be said that the role of clinical care extender will assist me in meeting my career goals along with offering me a chance to evaluate my skills and attributes in a clear and precise manner. The core value of an internship is to follow the goals and objectives of the organisation along with devoting oneself in a selfless manner. The prime objective is to take care of patients along with learning new things by being active and zealous. At the same time, it is important to be honest, transparent and ethical in approach while initiating and completing tasks and responsibilities. Being an intern, it is very much evident that one has to assist the organisation in accomplishing its goals and objectives. In hospitals, it is important to have a compassionate and ethical approach in order to serve people and their needs. If I get selected as an intern, I will be ethical and honest in my approach. In last few years, I have learnt that ethics, honesty and transparency show the character of an individual and speak on his behalf. I will carry forward with this mindset along with embracing the legacy and objectives of the organisation to empower myself as a human being.
